[Halld-offline] [EXTERNAL] Draft of DSelector documentation

Hi all,

As I mentioned at the P&A meeting yesterday, I've been working on
resurrecting and updating the DSelector documentation that Beni and
others had previously started.  The idea is to document the interfaces
that are available and give some code snippets to solve common
analysis problems.

You can find a PDF of the current draft at the DocDB link below.  Any
suggestions or comments are definitely welcome.  The draft is also on
Overlieaf, so feel free to make changes as well, if you are so
interested (you may have to ask Beni for access).
