[Halld-offline] Upgraded containers for GlueX/Hall-D

Folks,

This announcement could/should have gone out a couple of weeks ago, but 
better late than never. I have alluded to the change described below in 
previous email messages.

The containers we are using, at JLab for creating recent builds and 
"local" use, on the OSG, and at NERSC have all changed. They now contain 
the TBB development library, i.e., the tbb-devel RPM is installed.

In particular, our two docker containers

markito3/gluex_docker_prod

markito3/gluex_docker_devel 
<https://hub.docker.com/repository/docker/markito3/gluex_docker_devel>

have the change and there is a new Singularity container available for 
download at:

   https://halldweb.jlab.org/dist/gluex_centos7.7.simg

which likewise has the change. There was some re-working of the 
Singularity container generation procedure. Note the "simg" file 
extension of the new container image; this is new for us. This is a 
squashfs <https://en.wikipedia.org/wiki/SquashFS> container.

The documentation at

has been updated appropriately.
