[Halld-offline] New version set with upgrade to Geant4: version_4.21.3.xml

People,

This version set, version_4.21.3.xml 
<https://halldweb.jlab.org/halld_versions/version_4.21.3.xml>, is the 
same as 4.21.2 (the current default) except that it is built against 
Geant4 10.04.p02. Our standard version of G4 has been 10.02.p02 for 
years now. We will to looking for volunteers to test this against 
previous builds.

A couple of notes:

  * I initially tried G4 10.06.p01, but that version requires gcc 4.9.3.
    We are running 4.8.5 on all of our CentOS7/RHEL7 machines. So I
    backed off that version.
  * There is a version dependence that had to be sidestepped when using
    the Build Scripts makefile for Geant4. Right now that is not handled
    automatically, so building G4 10.04.02 may not work with a stock
    version of Build Scripts. The necessary change should be coming soon.
