[Halld-offline] New release of Build Scripts: version 2.3

Folks,

This is the next installment of changes to allow us to move to more 
advanced distributions, e.g., CentOS 8. It uses a method for 
simultaneous support of both Python 2 and 3 different than the approach 
I was using before. Still this version should work with the Python 2 
builds we have been using. That said, there are non-trivial changes in 
this release; let me know if you see problems.

  * Numerous changes to allow builds on CentOS 8, Fedora 32, and Fedora 33.
  * Depends on the Python package "futurize" to implement Python 2/3
    compatible builds with scons.
