This version set, 4.27.1

a patch release of halld_recon, 4.19.1, that has a fix to 
DEventWriterROOT.cc. It is constructed as recently discussed on the 
software help list 
<https://groups.google.com/g/gluex-software/c/8bLGvRN-EEg>. It has been 
built on all platforms.
