[Halld-offline] New release of Build Scripts, version 2.2

Folks,

Build Scripts 2.2 changes the method for choosing the name of 
Python-related commands, such as "python" and "scons", which may vary 
from distribution to distribution. It is now the default at JLab. Find 
the release notes here

    quantities in favor of old python_version.mk.
