[Halld-offline] New version set: 4.29.0, new MCwrapper

Folks,

There is a new version set: version_4.29.0.xml 
<https://halldweb.jlab.org/halld_versions/version_4.29.0.xml>, that is 
the same as 4.28.0 except that it has the latest version of MCwrapper 
aboard. It will become the default at JLab at midnight tonight.
