[Halld-offline] New version of Build Scripts: 2.19

Folks,

We needed some clean-up of the set-up for the new Diracxx with respect 
to version 2.18 released yesterday. Version 2.19 of Build Scripts is now 
in use at JLab. Find the release notes here
