[Halld-offline] New version set: 5.2.0

There is new version set out on the JLab group disk and Oasis. It is 
version set 5.2.0

The links are to the release notes for each package.

At JLab, there are builds for CentOS 7 and RedHat 7. The RedHat 8 build 
is not there; halld_recon currently has compilation errors on RedHat 8.

Recon-launch compatible version sets will be released in the coming days.

This version set will become the default at midnight tonight.
