[Halld-offline] New version set: 4.36.0

Folks,

Four new version sets. The main differences from previous sets are:

 1. They have a new version of halld_sim, version 4.28.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.28.0>.
 2. The Diracxx package <https://github.com/JeffersonLab/Diracxx> from
    Richard Jones is included and hdgeant4 is built against it. The
    enables the Bethe-Heitler generator
    <https://halldweb.jlab.org/wiki/index.php/HOWTO_generate_Bethe-Heitler_pairs_in_the_GlueX_target>
    built into hdgeant4.

The version sets are:
