[Halld-offline] [EXTERNAL] proposal for simulation tags connundrum

Hello all,
A conundrum has emerged in the way that tags are handled in reconstructed
simulation events. I was first made aware of this by Igal (see HDGeant4

last week it came up again during a discussion of apparent jumps in the
reconstruction efficiency for a physics process at the TAGM/TAGH
boundaries. Today at the HDGeant4 meeting (starts at 3:00) I will review
what I have learned about the cause for this conundrum which lies in a
quirk of how tags are generated in HDGeant4, and propose a solution.
This has potential impact across all ongoing analyses.
Please attend the HDGeant4 meeting today and take part in the discussion if
