[Halld-offline] [EXTERNAL] fix to halld_recon to make tagger hit info line up

Hello all,

I have submitted a PR to implement the proposal Mark described in the notes
from our recent meeting. Specifically,

1. Remove the skew from the simulation.
> 2. Change the simulation to use the exact scheme. (The change is already
> present in the current reconstruction.)
> 3. Change the REST format to accommodate recording of the tagger counter

> 4. Change the REST reader to use the tagger counter ID to calculate Etag.

The changes to hdgeant4 are already in the Master branch of HDGeant4 on
github. I have submitted a PR' to halld_recon with the REST update and
improve the verification of tags being read from the REST input. There is a
PR waiting on halld_sim to bring hdgeant up to date as well.
