[Halld-offline] [EXTERNAL] bimodal distribution in the CDC dE_amp

Hello Naomi and all,

In my study of another issue, I came across what looks like a strange
bimodal distribution in the values being reported as dE_amp for the CDC
hits on DTrackTimeBased objects. The run number I am looking at is 71728
from the summer 2020 run. If this is normal, please just tell me so I can
ignore it and move on.
