[Halld-offline] new version sets with bug fix to halld_recon

Folks,

There was a problem with the last releases of halld_recon, including the 
recon-launch compatible releases that could cause simulation runs to 
crash. Sean found and fixed the error. The new version sets are

  * version_4.40.0.xml

The new version of halld_recon is version 4.27.1

patched version of the recon-compatible halld_recon version sets are 
recon-2017_01-ver03.6

<https://github.com/JeffersonLab/halld_recon/releases/tag/recon-2018_01-ver02.5>,

A new version of hdgeant4 is included in all of these version sets. See 
the release notes for version 2.24.0

list of changes in this release.

version_4.40.xml becomes the default at JLab at midnight.
