[Halld-offline] New version of AmpTools: v0.2.0, new version set: 4.41.0

Folks,

Matt tagged a new version of AmpTools, version 0.12.0. See the release 
notes here <https://github.com/mashephe/AmpTools/releases/tag/v0.12.0> 
and below.

I released a new version set that has this new version on board, version 
set 4.41.0 
<https://halldweb.jlab.org/halld_versions/version_4.41.0.xml>. This will 
become the default at JLab at midnight tonight.

I am told there are some changes coming down the pike to move 
functionality out of halld_sim and rely on AmpTools for those features.

This version has a new feature that allows one to successively randomize
the starting parameters and refit data. Such changes required modifications
to the general approach for MPI-based fits, and existing MPI 
applications are
not likely to work without some modification. See the 
DalitzExeMPI/fitAmplitudes
example for how to properly terminate MPI fitting jobs.

When making projections of the fit results in the PlotGenerator the code now
normalizes fit-weighted MC by a factor determined from the fit 
parameters rather
than the integral of the histogram. This allows for plotting weighted 
histograms,
e.g., moments of the data, where the weighted bin contents may have varying
signs.
