[Halld-offline] update of list of Hall D CCDB users

Folks,

I have just updated the list of authorized users on the CCDB. This was 
done "by hand." If you notice any anomalies, specifically related to 
privileges for writing to the CCDB, please let me know. (I backed up the 
database before the update.)

TL;DR

In the past the updates were done nightly by a cron job. About a year 
ago, the Computer Center switched from using NIS to using getent to 
broadcast the /etc/group information to all nodes at JLab. So no more 
ypcat command. That broke the update script which used ypcat. As long as 
the list of users does not change then this does not affect us. After a 
year, the list of new users has grown considerably and an update was 
necessary. So I did an update just now, in a one-off fashion.

To restore the cron-job update scheme, we will need a new release of 
CCDB. Not tonight.
