[Halld-offline] New version set: 5.1.0

Folks,

It's been a month, and I have put together a new version set, version 
set 5.1.0 <https://halldweb.jlab.org/halld_versions/version_5.1.0.xml>. 
The release notes for the new tags in this set are:

  * halld_recon: 4.30.0
    <https://github.com/JeffersonLab/halld_recon/releases/tag/4.30.0>
  * halld_sim:4.34.0
    <https://github.com/JeffersonLab/halld_sim/releases/tag/4.34.0>
  * hdgeant4: 2.30.0

  * hd_utilities: 1.36
    <https://github.com/JeffersonLab/hd_utilities/releases/tag/1.36>

This version set has the "gDirectory" fix (see the release notes for 
halld_recon). It has been built at JLab and will become the default at 
the Lab at midnight tonight.
