[Halld-offline] [EXTERNAL] fixed random trigger files

Hi all,

I went through and fixed a bunch of the random trigger files and they
are available for production on the OSG now.  This should resolve the
tagger energy-related errors people have been seeing.

So please go ahead and submit more jobs, and let me know if you still
see problems.

There's a lingering bug related to TAGGEDMCGEN photons in the REST
data, but it seems to show up rarely - I'm working on applying my
changes that are on the master to the recon versions used for
simulation.
