[Halld-offline] New recon-launch-compatible version sets with tagger energy fixes

Folks,

Sean has back-ported recent fixes to the tagger energy determination to 
the recon-launch-compatible branches of halld_recon. I've tagged those 
branches and built them at JLab along with the latest versions of 
halld_sim, hdgeant4, and gluex_root_analysis. The new version sets are:
