[Halld-offline] HOWTO and other documentation updates

Hi Offliners,

I've been going through and starting to write some missing
documentation, and spent some time today going through the Offline
HOWTO list:  https://halldweb.jlab.org/wiki/index.php/Offline_HOWTO_List

I made some small updates to some existing HOWTOs, marked a few HOWTOs
in need of some updates, and added a "deprecated" section for pages
that aren't very relevant anymore (at least I don't think anyone is
going to use the semi-parametric MC any time soon)?  I encourage
others to update these pages when you can.


In general, it would be good to be better about capturing the
solutions to common problems and tasks in places like this HOWTO page,
the Offline FAQ, and the new software documentation page.  I know I
have not been particularly good about this, so hopefully by wearing
the badge of shame, I can inspire others to increase their
contributions as well.
