[Halld-offline] Modification to build_scripts default behavior

Dear Colleagues,
As agreed upon in the Hall D software meeting yesterday, we have changed
the default behavior of build_scripts. Starting from last midnight
8/16/2022, the halld_recon and halld_sim software versions will be built
by default with debug level 0 (no debug symbols, optimization level O3)
instead of level 1 (debug symbols, optimization level O2). This reduced
the disk footprint for the nightly-build software stack by about 85%
(e.g. Centos7: 3.5gb instead of 24gb).
In the future, we will provide level 2 builds (debug symbols, no
optimization) for updated releases in addition to the default, but limit
the time of their retention on disk. These builds can be accessed via
the "+dbg" tag. If built, the previous default behavior receives the tag
"+optdbg". Experts may select the debug level in their own version.xml
files with the key word "debug_level".
Thanks to Mark Ito for implementing this change in build_scripts 2.35.
