[Halld-offline] Upgrades to gluex install and build scripts at JLab

People,

I've upgraded the versions of gluex install and build scripts at JLab. 
GlueX install is now at version 2.31 
<https://github.com/JeffersonLab/gluex_install/releases/tag/2.31> and 
build scripts is at version 2.36 
<https://github.com/JeffersonLab/build_scripts/releases/tag/2.36>. Both 
of these were released a couple of days ago. The changes are to support 
a build of our software under Rocky Linux.
