[Halld-offline] New version set: recon-2019_11-ver01.2

Folks,

There is new version set, recon-2019_11-ver01.2 
<https://halldweb.jlab.org/halld_versions/recon-2019_11-ver01_4.xml>, 
that has patches, recently added by Sean, of the halld_recon version 
used for the 2019-11 data. It has been built at JLab and is available 
via Oasis. One exception is the RHEL8 build at JLab. That build fails 
due to an older version of HDDS that is nonetheless needed for 
compatibility with the recon launch.
