[Halld-offline] CentOS 8 build of GlueX software

Folks,

There is a new build of the current default version set, 5.4.0 
<https://halldweb.jlab.org/halld_versions/version_5.4.0.xml>, using a 
new Singularity container at JLab and on Oasis.


      The Container

The container at JLab is

/group/halld/www/halldweb/html/dist/gluex_centos-8.4.2105_sng3.8_gxi2.28.sif

and is available for download at

https://halldweb.jlab.org/dist/gluex_centos-8.4.2105_sng3.8_gxi2.28.sif

It is /not/ CentOS 8 stream. It is CentOS 8.4.

It is /not/ available on CVMFS at this writing. That needs to be done, 
but is not done yet.


      The Build

The build is under the new directory

   /group/halld/Software/builds/Linux_CentOS8-x86_64-gcc8.5.0-cntr

This directory is getting sync'ed to Oasis now.

There were a couple of old directories under group that had CentOS 8 
builds with older versions of GCC. Those are gone now if anyone is 
wondering.
