[Halld-offline] New version set: version_5.4.1.xml

Folks,

There is a new version set built at JLab. It is 5.4.1 
<https://halldweb.jlab.org/halld_versions/version_5.4.1.xml>. It 
contains a bug-fix release of rcdb 
<https://github.com/JeffersonLab/rcdb/releases/tag/v0.07.01> that should 
address recent issues with Python compatibility. It will become the 
default at JLab at midnight tonight.
