[Halld-offline] New version set: cpp-1.0

Folks,

I've built a new version set at JLab that uses the "CPP" branch of 
halld_recon. This has been a request from the CPP experiment. The 
version set file is cpp-1.0.xml 
<https://halldweb.jlab.org/halld_versions/cpp-1.0.xml>. The build has 
been done on all platforms at JLab.
