[Halld-offline] New version set: 5.3.0

Folks,

I've tagged the latest versions of the standard packages and put 
together a new version set, 5.3.0. The line-up of versions and links to 
the relevant release notes can be found here 
<https://halldweb.jlab.org/halld_versions/version_5.3.0.xml>.

This version set will become the default at JLab at midnight tonight.
