[Halld-offline] New version sets

Hi offliners,

I tagged new releases for gluex_root_analysis, halld_recon, halld_sim and
hd_utilities. Also, there was a new amptools release.

The new version set containing these new releases is version_5.9.0.xml. I
built for our various standard operating systems and it will become
default at JLab at midnight tonight.

I also created and built new version sets compatible with the data
reconstruction of our 2017-01, 2018-01, 2018-08 and 2019-11 beam times.
They will become available at midnight as
recon-2017_01-ver03_34.xml
recon-2018_01-ver02_26.xml
recon-2018_08-ver02_25.xml
recon-2019_11-ver01_7.xml
recon-2017_01-ver04_2.xml (this is just a softlink to the 2019-11 sw)

They should also soon be available on the OSG.
