[Halld-offline] Reboot of hallddb

Dear colleagues,

The computer center wants to reboot halldb which has not happened in 
over a year. To eliminate any risk for the ongoing run, we decided to 
perform this reboot during the RF recovery period, which starts at 8am 
tomorrow. If all goes well, the interruption should only last 15-30 
minutes and the expert is closely monitoring the process during this time.

In the future, the server will eventually adopt the same policy as all 
other MySQL/MariaDB servers at the lab and will be rebooted during the 
monthly maintenance day.

Please let me know if you have any concerns about this plan.
