[Halld-offline] Monitoring Launch 2022-05 ver07: CPP/NPP

Dear Colleagues,

We completed another monitoring launch for the 2022-05 CPP/NPP data set. 
We processed the first 10 files of all 743 runs again, but there is 
still an issue with relative timing offsets. We will correct this 
problem for the next launch.
