[Halld-offline] Monitoring Launch 2023-01 ver02

Dear Colleagues,

We just completed the first monitoring launch for the 2023-01 GlueX-II 
data set. We reconstructed 5 files for all runs in the range 120297 - 
120673 (batches 01 and 02) with the RCDB flag "@is_dirc_production". We 
can add more runs as the preliminary calibrations proceed.
