[Halld-offline] New version set: version_5.13.0.xml

Dear Colleagues,

We just tagged and built a new version set at JLab. From now on, the 
hddm library is separated from the halld_recon repository and included 
as a separate package. This required a few changes to the build_script 
system, that where released as build_script version 2.37.

The new version set also incorporates recent updates to amptools, 
halld_recon, halld_sim and hdgeant4. You may find the xml file here:

https://halldweb.jlab.org/halld_versions/version_5.13.0.xml

It was built for RHEL7, Centos7 and the Centos7 container and will 
become the JLab default tonight.
