[Halld-offline] New version sets

Hi offliners,

I tagged new releases and made builds with the new version set version_5.12.0.xml. It was built for our various standard operating systems and it will become default at JLab at midnight tonight.

I also created and built new version sets compatible with the data reconstruction of our 2017-01, 2018-01, 2018-08 and 2019-11 beam times.

recon-2018_01-ver02_29.xml
recon-2018_08-ver02_28.xml
recon-2019_11-ver01_10.xml
recon-2017_01-ver04_4.xml (this is just a softlink to the 2019-11 sw)

They should also soon be available on the OSG.
