[Halld-offline] New version set: version_5.16.0.xml

Dear Colleagues,

We just tagged new releases and made builds with the new version set 
version_5.16.0.xml. It includes a significant change to the simulation 
of several detectors (TOF, CTOF, PS, PSC) in hdgeant4 2.39.0, as well as 
updates to halld_recon, halld_sim and gluex_MCWrapper.  It was built on 
RHEL7, CentOS7 and AlmaLinux9 as well as both containers and will become 
default at JLab at midnight tonight.

We also created and built new version sets compatible with the data 
reconstruction of our 2017-01, 2018-01, 2018-08 and 2019-11 beam times.
