[Halld-offline] 2024 JLab Computing Review: February 1-2

Dear Colleagues,
We just received a first draft of the JLab Scientific Computing Review.
I added the document to DocDB:

GlueX was commended on its documentation efforts, analysis preservation
practice and containerization strategy, which are exemplary at JLab. The
initiative to use the OSG for real data processing as well as the
synergy with EIC in the development of SRO/ML-FPGA were highlighted. The
migration to JANA2 remains the only real recommendation, stressing
benefits in robustness and maintainability. A new hire in the EPSCI
group was promised to support this transition.
