[Halld-offline] clang scan-build

Dear Colleagues,

I just reinstated an dormant system for code analysis, which uses the 
scan-build feature of the clang compiler. It automatically identifies 
potential problems in the code and produces a nice web report:

https://halldweb.jlab.org/scan-build/LATEST/

As far as I know, it is the fist time in 7 (!) years that this has been 
looked at. C++ experts may find the report interesting or at least 
entertaining. Everybody should feel encouraged to improve on any 
potential issues.
