[Halld-offline] Xrootd problems

Hi all,

a follow-up:

We (that is mainly Kurt!) managed to fix the problem and since yesterday morning things move along again. Of course there is a bit of a backlog that built up, but I am hopeful we can quickly go through it. In the past 24h we saw very good throughput on the OSG.
