[Halld-offline] New version set: version_5.19.0.xml

Dear Colleagues,

I tagged new releases and made builds with the new version set 5.19.0. 
This includes updates to ccdb2, halld_recon, halld_sim, hdgeant4 and 
gluex_root_analysis.

Special thanks to Richard Jones, who fixed a long-standing issue in the 
DTreeInterface that caused segmentation faults when writing output trees 
with the DSelector on RHEL8 and AlmaLinux9. The details can be found on 
github: https://github.com/JeffersonLab/gluex_root_analysis/issues/156

The version set was still built on RHEL7, CentOS7, RHEL8 and AlmaLinux9 
as well as the CentOS7 container. As it includes an important fix, the 
default version set at JLab was changed this morning.

Please remember that ifarm1901 was restored after the last maintenance 
day as a courtesy. The last CentOS7 node will be definitely shut down on 
the maintenance day in August.
