[Halld-offline] Changes to Nightly Builds of GlueX Software

Dear Colleagues,

In the process of decoupling JLab Scientific Computing from the common 
user environment (CUE), /u/scratch/ will no longer be available on the 
farm nodes. For this reason, we are currently moving all automatic build 
processes over to /volatile/halld/.

Besides the new operating system Alma Linux 9, we continue to provide 
nightly builds of our software stack for RHEL7 and CentOS7. Updated 
information on how to use these builds can be found here:

The automatic reconstruction tests, the pull request tests and the b1pi 
tests are already using the new location of the nightly builds. Further 
dependencies will be ported whenever they are discovered. Feel free to 
report any problems or inconsistencies that you may observe.
