[Halld-offline] New version set: version_5.17.0.xml

Dear Colleagues,

We just tagged new releases and made builds with the new version set 
version_5.17.0.xml. It includes an initial implementation of the new 
FCal insert ('ECAL') in halld_recon, halld_sim and hdgeant4. It also 
features few other upgrades to halld_recon, halld_sim, gluex_MCWrapper 
and hd_utilities. The stack was built on RHEL7, CentOS7 and AlmaLinux9 
as well as both containers and will become default at JLab at midnight 
tonight.

We also created and built an experimental version_5.17.1.xml, which uses 
the same versions for all package except for CCDB v2.00.00 and its 
dependencies. On AlmaLinux9, it built successfully without any problems. 
For CentOS7 on the ifarm, the default cmake version had to be upgraded 
('module load cmake/3.18.4'). Once we upgraded hallddb.jlab.org/ccdb2 to 
the new database schema, this version set should be used for extensive 
testing.
