[Halld-offline] New version sets: version_5.21.0.xml

Dear Colleagues,

It is my great pleasure to announce a new version set 5.21.0. It 
references the new RCDB code 0.09.01 and includes updates to 
halld_recon, halld_sim, hdgeant4, hd_utilities and gluex_MCwrapper.

Most notably, the recently released gluex_MCwrapper version 2.10 is 
ready to be used on the AlmaLinux9 operating system,which is installed 
on the interactive ifarm nodes at Jefferson Lab. A separate announcement 
to a broader audience will follow.

Besides AlmaLinux9, the version set was built on RHEL7, RHEL8, RHEL9 as 
well as in both CentOS7 and AlmaLinux9 containers. It will become the 
default version set before midnight tonight.

This successfully concludes the major project to port the GlueX software 
stack to AlmaLinux9. Thank you to everyone who contributed to this 
effort. The modern operating system will facilitate keeping up with 
external software packages. For example, it open up the possibility to 
upgrade our default geant4 and root versions, which we have already 
started to explore.
