[Halld-offline] Monitoring Launch 2017-01 ver54

Dear Colleagues,

We just completed a monitoring launch of the Sping 2017 dataset in order 
to prepare for a new REST production. We successfully reconstructed 5 
files for 338 runs with the RCDB query "@is_production and 
@status_approved". The 5 files were selected evenly spaced throughout 
each run. This should serve as a baseline for the detailed 
re-calibration of most detector systems.

The merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2017-01/mon_ver54/rootfiles/

The REST files, random trigger skims and several trees are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2017-01/ver54/REST/
