[Halld-offline] New recon compatible version sets

Dear Colleagues,

We just tagged and built four new recon-compatible version sets based on the halld_sim and hdgeant4 versions from version_5.20.0.xml:

recon-2017_01-ver03_40.xml
recon-2018_01-ver02_32.xml
recon-2018_08-ver02_31.xml
recon-2019_11-ver01_13.xml
recon-2017_01-ver04_7.xml (link to recon-2019_11-ver01_13.xml)

They were all build exclusively for the CentOS7 container and should become available on the OSG soon.

Please report any inconsistencies.
