[Halld-offline] TOF calib updated new Translation Table

These are now both uploaded to CCDB for the 2023 run period and the 2025 period through 130940.  The existing translation table in CCDB for the rest of the 2025 run period is expected to be correct for the current cabling of the TOF

All the calibrations were uploaded to ccdb (also initial values for the current run)
The new Translation tables can be uploaded and a monitoring launch for the 2023 data
started once that is done.

regarding the 2025 data the run range needed using this particular
TranslantionTable131000MOD.xml is r= 130000-130940
