[Halld-offline] [EXTERNAL] replace old c-style hddm_cull_events with python equivalent

Hello Naomi,

I have replaced the hddm_cull_events binary executable with the
equivalent python script at
$HALLD_RECON/src/programs/Utilities/hddm_cull_events, branch
replace_hddm_cull_events_with_python_rtj. Can you test that branch and
approve the PR if it works, or tell me what doesn't if not?
