[Halld-offline] RCDB website restored

Dear Colleagues,

 From now on, the familiar RCDB web address 
https://halldweb.jlab.org/rcdb/ points to the updated instance of RCDB, 
which is running on a RHEL9 server. It should be accessible both from 
within the JLab network as well as from off-site.

Please update your bookmarks in case you temporarily changed them to 
halldwebdev.jlab.org/rcdb or rcdb.pythonanywhere.com. The latter will be 
disabled once the new configuration is confirmed.
