[Halld-offline] New version set: version_6.4.0.xml

Dear Colleagues,

We built a new version set version_6.5.0.xml. We removed the dependency 
on the evio package and included new releases for jana2, halld_recon, 
halld_sim, hdgeant4, gluex_root_analysis and hd_utilities.

The version set was built on AlmaLinux9 and RHEL9 as well as the 
AlmaLinux9 container. It will become the default version set before 
midnight tonight.
