[Halld-offline] New version sets: version_7.3.0.xml

Dear Colleagues,

We built a new version set version_7.3.0.xml with updates for 
halld_recon, halld_sim and hdgeant4. The version set was built on 
AlmaLinux9 and RHEL9 as well as the AlmaLinux9 container and will become 
the default version set at JLab starting tonight.
