[Halld-offline] Wiki Upgrade on RHEL9

Dear Colleagues,

We made copies of the GlueX public wiki and the Operation wiki on our 
new RHEL9 webserver halldwebdev:

This involved an upgrade from php5 to php8, which translates into the 
upgrade from mediawiki 1.26 to 1.35. At the moment, the copies on 
halldwebdev are read-only and purely intended for testing.

I propose that we use the next 2 weeks to examine this system. Please 
let me know if you experience any issues. We plan to make fresh copies 
and alias them the familiar address after the testing period.
