[Halld-offline] Monitoring Launch 2025-01 ver16

Dear Colleagues,

We completed another full monitoring launch for the 2025-01 GlueX-II 
data set. We successfully reconstructed 5 files for 1189 production runs 
with the RCDB query "@is_dirc_production and status!=0".

The usual monitoring plots can be found on the new PlotBrowser page:

All merged histogram files can be found on the work disk at:
/work/halld/data_monitoring/RunPeriod-2025-01/mon_ver16/rootfiles/

The REST files, trigger skims and several root trees, including PART 
trees for pi0, rho, omega and KLambda, are saved on cache:
/cache/halld/offline_monitoring/RunPeriod-2025-01/ver16/
